Jamie Creek Hydro Power Project Signed

On September 30, 2011, Xwisten, Tsal’alh, and the St’át’imc Chiefs Council (SCC) signed a Benefit Sharing and Support Agreement with Sequoia Energy.

In 2007, a relationship between the St’át’imc and C-Free Power began and the rights to this project were acquired. In 2008, a Participation Agreement was signed, and later in 2010, BC Hydro awarded the Jamie Creek project to Sequoia Energy.

In comparison to other power projects, this is a relatively small one with minor environmental impacts due to its previously impacted location. This plant will be situated 20km west of Gold Bridge, on the south side of Downton. Field assessments were completed in the Fall of 2009, and there were no archaeological findings of any significance that could be disturbed.

As part of this agreement, Sequoia has taken steps to protect grizzly bears in the area. They’ve also agreed to have their construction camps off-site, which will protect the mountain goats and minimize impacts to fish.

Sequoia is providing a research funding commitment of $10,000 a year for 5 years, and $5000 a year in Education and Training Programs for 40 years.

Royalty rates for this project will increase for over 41 years, meaning it will generate approximately $11 million over the life of the project. St’át’imc members will have first priority as contracting positions arise in construction and operations of the plant. Job fairs will take place in Xwisten and Tsal’alh to assist members in understanding what qualifications they will need to have to start work.

Xwisten and Tsal’alh have committed themselves to sharing a portion of the royalties with the Nation once the SCC develops a policy and formula that applies to projects in the St’át’imc Territory. Construction for this project is determined to be completed by 2013.

The two communities are excited to be a part of this project, and are looking forward to seeing it come to fruition.
